Mr. Duncan Taylor, CBE, will be sworn in as the Cayman Islands’ 11th Governor during a 2 p.m. public ceremony this Friday, 15 January, at the Legislative Assembly.
Members of the public who plan to attend the ceremony are to be seated in the LA’s gallery by 1:30 p.m. The dress code is business attire.
Later that day at 6 p.m., the public is invited to a welcoming reception at Pedro St. James, where the new Governor will be Government’s guest of honour. The public is advised that the dress code for this event is smart casual.
Mr. Taylor will arrive in Grand Cayman early Friday afternoon. Shortly afterward, he will arrive at the LA for the swearing-in. The 2 p.m. ceremony will begin with a parade of the Guard of Honour and a General Salute for the Governor Designate.
Moving inside the LA, the ceremony will continue with the reading of the warrant of appointment and the administration of the oaths of office.
That will be followed by welcome addresses from the Premier, the Hon. McKeeva Bush, OBE, JP; and the Deputy Governor, the Hon. Donovan Ebanks, MBE,JP. Mr. Taylor will then give his reply.
Then, the proceedings will move outside once more, to the LA steps, where as Cayman’s Governor Mr. Taylor will receive his first 17-gun Royal Salute; inspect the Guard of Honour; and then receive his second Royal Salute.
Motorists and pedestrians are asked to observe the temporary restrictions in the immediate area, as is customary during ceremonial events.

Mr. Duncan J. R. Taylor, CBE, was most recently stationed in Bridgetown, Barbados, where he served since 2005 as the British High Commissioner for Barbados and the Eastern Caribbean.
A career diplomat, he has served in the UK’s Foreign Service for 27 years, starting in 1982 as Desk Officer for the FCO’s West Africa Department. He went on to become Third, and later Second, Secretary of Chancery, in Havana, Cuba, from 1983 to 1987. Subsequently, he was Head of Japan Section in the FCO’s Far East Department for a two-year period.
Between 1989 and 1991, Mr. Taylor served in the FCO’s Personnel Operations Department. In 1992, he took over as Head of the British Embassy’s Commercial Section in Budapest, Hungary, where he served for four years.
During 1996-1997, as Director of Latin American Affairs, he was seconded to Rolls Royce. From 1997 to 2000, he was Head of the Consular Division for the FCO. And from 2000-2005, he served as Deputy Consul-General and Deputy Head of Post in New York.
For his work in aiding the families of British victims of the 9/11 attacks in New York, he was recognised with the Commander of the Order of the British Empire (CBE) in 2002.
Mr. Taylor, 51, is married to Marie-Beatrice. The couple has three daughters and two sons.
